Job Duties & Skills Required

What You Will Do

The overall purpose of this job is to oversee the execution of defined strategies for the transportation departments across all service lines in the Des Moines market.  This role will also assure implementation of quality as it relates to transportation and the participant and resident experience. This role oversees several key components of transportation including DOT compliance for vehicles and staff members, aiding with accident investigations, and managing the transportation staff across the communities and centers in the Des Moines market. The Regional Transportation Manager will work with the Transportation Manager to oversee the fleet of Immanuel vehicles in the Des Moines market, including the assessment, purchase and retirement of vehicles. Other responsibilities include serving as a liaison for the Executive Directors by consulting, coaching and advising within the transportation areas. Supports and lives out Immanuel’s Mission and CHRIST Promises.

Key Responsibilities and Duties of the Job

Transportation Operations

  • In collaboration with the Transportation Manager aids in identifying and maintaining fleet replacement strategy.
  • Upon receipt, inspects new vehicles for requested mobility modifications, application of bus wraps, reporting new vehicle to insurance carrier, coordinates DOT inspection and coordinates delivery of vehicle.
  • Following delivery of new vehicles, may train drivers on new vehicle features and safety requirements.
  • Oversees vehicle maintenance program and obtains estimates and authorizes vehicle repairs per departmental policies.
  • Ensures timely and safe transportation of participants and residents to medical appointments, social activities, and other essential destinations.
  • Monitors use of Driver/Dispatch overtime, ensures adequate staffing and improves efficiency. 
  • Ensures required trainings for the transportation department within communities/centers in the Des Moines market occurs.
  • Ensures cleanliness, proper and functioning equipment as well as of safe driving conditions of each vehicle.
  • Collaborates with the Executive Director(s) in the annual and capital budget development.  Maintains the departmental budget within its allowed and reasonable objectives as well as meets established budgetary guidelines.

Compliance

  • Reviews accident investigations impacting the transportation department and ensures adherence to organizational policies regarding risk management.
  • Monitor annual DOT vehicle safety inspections and issue monthly reports to centers and communities in the Des Moine market, highlighting vehicles due for inspection within the next 90 days to ensure compliance.
  • Ensure that vehicle Pre-Trip Inspections are being completed and maintained for a period of 6 months (electronic or paper copies).
  • Re-licensing of Immanuel owned vehicles in the Des Moines market.
  • Develops and implements new policies, procedures and software programs in order to satisfy regulatory requirements and company objectives.
  • Participates in annual policy reviews with transportation teams.
  • Interprets and implements federal regulations from the Department of Transportation (DOT) as they apply across business lines. 
  • Participates in and supports Quality Improvement Initiatives.
  • Follows all Immanuel Pathways and Community policies and procedures and Occupational Safety and Health Administration (OSHA) safety guidelines.

 

Risk Management

  • Investigates all accidents and/or incidents involving Immanuel-owned vehicles and rule them as At Fault, Preventable, or Not At Fault.
  • Maintains accident files.
  • Serves as the liaison with Immanuel’s carrier or other carriers to effect resolution of vehicle damage claims.
  • Coordinates repairs of vehicles.
  • Reconcile insurance payments with Finance and ensure correct coding of invoices.
  • Consult with Center/Community management if corrective action is needed/indicated.
  • Distribute vehicle proof of insurance cards for vehicles in the Des Moines market annually and as new vehicles are purchased.
  • Assesses areas of potential risk exposure and in collaboration with the Transportation Manager, identifies appropriate actions across business lines as it applies to transportation.

Staff Management

  • Supervises the transportation departmental staff.  Responsible for departmental hiring, orientation, competency, and training procedures.
  • Sets clear expectations and assigns appropriate authority to staff; holds staff accountable for their scope of work and compliance to company policies and procedures.
  • Functions as a member of the Interdisciplinary Team (IDT) within PACE.  Maintains regular attendance at IDT meeting; communicates participant changes, collaborates on plan of care decisions and coordination for twenty-four hour care delivery.  
  • Communicates IDT decisions, participant changes, plan of care changes, and updated information to transportation staff on a daily basis.
  • Ensures the scheduling, coordination, communication of the driver route assignments for PACE in Des Moines.
  • Ensures the daily work schedules for each Transportation Driver is communicated to each employee.
  • Ensures that all departmental staff attends and successfully executes required annual driver training courses and participates in mandatory in-service training.

Fleet Management

  • Oversees the Fleet Management Program, including vehicle licensure and maintenance requirements, ensuring all who operate the vehicles at communities/centers within the Des Moines market meet these standards.
  • Oversees that a regular maintenance schedule is followed to ensure vehicles are kept in excellent condition.

 

Skills & Requirements

Education-

  • Bachelor’s degree in administration, management or a related field is preferred.
  • Equivalent years of experience may substitute for education requirement.

Experience-

  • Seven (7) years of experience in a leadership role, preferably in transportation or related experience is required.
  • Five (5) years of supervisory experience is required.
  • Equivalent years of education may substitute for experience requirement.

Other Requirements –

  • Must have a valid Driver’s License in the respective state in which he/she resides.
  • Must have an acceptable record from the respective state’s Motor Vehicle Department in which the individual’s license was issued.
  • Must be able to successfully pass a DOT Medical Exam and obtain a DOT Medical Examiner’s Certificate.
