What You Will Do

The Director of Pre-Construction provides strategic and operational leadership for all pre-construction-related initiatives across Immanuel. The Director of Pre-Construction is responsible for leading and overseeing all pre-construction activities for the company, including budgeting, estimating, scheduling, and value engineering for prospective construction projects. This role collaborates closely with the Director of Construction, ensuring that projects are delivered safely on time, within budget, and to the highest quality standards. The roles supports the implementation of construction plans, processes, policies and procedures for all construction projects with clients, architects, engineers, and internal project teams to ensure accurate, timely, and strategic planning prior to project execution. This leader plays a vital role in aligning pre-construction projects with the organization’s goals, ensuring that projects are delivered on time, on budget, and to the highest standards. Key Areas

Key Responsibilities and Duties of the Job

Pre-Construction Management

  • Lead and manage the project team, including consultants, architects and contractors.
  • Oversee the development of conceptual and detailed cost estimates.
  • Review and analyze plans, specifications, and other project documents to develop comprehensive scopes of work and estimates.
  • Manage the pre-construction schedule, identifying key milestones and coordinating with design and development teams.
  • Collaborate with business development, design, and operations teams to develop competitive and compelling proposals.
  • Evaluate bids for accuracy and completeness; establish and maintain subcontractor relationships.
  • Ensure estimates reflect current market conditions, including labor, materials, and equipment costs.
  • Develop and maintain pre-construction tools, systems, processes, and reporting metrics.
  • Lead and manage all pre-construction activities including project feasibility, scoping, planning, budgeting, scheduling, and risk mitigation.
  • Coordinate with internal stakeholders, architects, engineers, and contractors to align designs with budget and operational objectives.
  • Ensure regulatory compliance and secure all required permits and approvals prior to construction.

Financial Accountability

·         Oversee detailed cost estimates, conduct value engineering, and assess project constructability.

  • Develop, manage, and monitor pre-construction budgets and expenditures.
  • Present project financials and justifications to senior leadership and stakeholders.
  • Identify opportunities for cost savings while maintaining quality and compliance.

Strategic Leadership

  • Establish the vision, goals, and priorities for Immanuel’s pre-construction operations.
  • Collaborate with executive leadership and stakeholders to align pre-construction planning with strategic initiatives.
  • Set standards for quality, cost-effectiveness, sustainability, and resident/participant experience in pre-construction development.

Team Leadership

  • Provide leadership and coaching to pre-construction, facilities and construction team members.
  • Establish team performance goals and foster a culture of accountability and continuous improvement.
  • Champion professional development and cross-functional collaboration.

  • Performs other duties as assigned.

 

Skills & Requirements

Education-

  • Bachelor’s degree in Architecture, Construction Management, Engineering, Architecture or a related field is required.
  • Equivalent years of experience may substitute for education requirement.

Experience-

  • Seven (7) years of pre-construction management or related experience is required.
  • Proven track record of successfully managing large-scale pre-construction projects.
  • Poven experience managing budgets and leading teams.
  • Equivalent years of education may substitute for experience requirement.

Other Requirements-

  • Proficient in estimating software (e.g., Sage Estimating, Bluebeam, Procore, PlanSwift, etc.).
  • Professional certifications (e.g., LEED AP, Certified Professional Estimator) preferred.
  • Experience in design-build, CMAR, and negotiated project delivery methods.
  • Advanced Excel skills.

  • Strong understanding of construction methods, materials, scheduling, and cost control.
  • Ability to work under pressure and manage multiple priorities in a fast-paced environment.

  • Strong understanding of regulatory requirements and building codes.
  • Proficient in construction management software, Microsoft Office Suite, and project management tools.
  • Excellent interpersonal, communication, and presentation skills.
  • Ability to lead cross-functional teams and build collaborative relationships with internal and external stakeholders.
  • Skilled in budget development, financial forecasting, and vendor negotiations.
  • Ability to think strategically while managing multiple concurrent projects and deadlines.
